[[울산광역시]] 시가지 서쪽 끝에 위치한 관문으로 [[울산고속도로]], [[북부순환도로]]([[7번 국도]]), [[남부순환도로]], [[대학로(울산)|대학로]]([[7번 국도]]), [[삼호로(울산)|삼호로]]가 모두 이곳에서 분기한다. 후술하겠지만 도저히 답이 없는 [[교통 체증]] 때문에 [[2017년]] 현재까지도 끝없는 개선사업을 진행하고 있으며 그 성과로 [[울산고속도로]]와 [[남부순환도로]]를 연결하는 신복고가차도, [[장검IC]]가 건설되어 신복로터리 [[교통 체증]] 해소에 크게 기여하고 있다. 신복로터리 자체가 [[울산고속도로]] [[울산IC]]이기도 하다. 그러나 교차로 이름은 '''신복로터리'''로 되어 있으며 표지판에서도 교차로 자체가 [[울산IC]]라기 보다는 [[울산고속도로]]쪽으로 조금 들어가면 [[울산IC]]가 있다는 식으로 되어있다. [* 실제로 포털 지도를 보면 종점 인근에서 고가도로가 갈라지는 위치에 [[울산IC]] 표시가 되어있다.] == 구조 == 로터리 한가운데에는 [[http://photo.ulsan.go.kr/index.ulsan?menuCd=DOM_000000103002000000&resourceSid=125409&code=001000000000&orderBy=2&mode=&page=4&searchType=&searchStr=&cnt=96&cateCode=&areaCode=&s=&sd=&ed=&dt1=&dt2=&dt3=&dt4=&thumbIdx=4|제2공업탑]][* 사진과는 달리 계단으로 올라갈 수 없도록 막아놨다.]이라는 추상적 조형물이 있고 지옥같은 [[교통체증]]으로 인해 일반적인 [[회전교차로]]와는 달리 모든 진출입로에 신호등을 박아놓았기 때문에, 로터리에 진입할 때나 진출할 때는 물론이고 로터리 내부를 진행할 때에도 신호를 준수해야 한다. 로터리 내부 차로가 4~5차로나 된다. 이 때문에 자칫 잘못하면 안쪽 차로에서는 영원히 빠져나오지 못하고 뱅뱅 돌게 되는 사태가 발생하곤 했다. 이에 나선형 차로를 도입하여 진출입로를 지날 때마다 차로가 하나씩 바깥으로 밀려나는 방식을 도입했다. 덕분에 로터리에 처음 진입할 때 차로를 잘 잡으면 직진만 하여도 원하는 출구로 나갈 수 있게 되었다. ~~물론 스킬만 있다면 로터리 내부에서 차로 변경해도 된다.~~ 초보자나 울산지리가 익숙치 않다면 로터리 진입전 미리 오른쪽 끝차선으로 붙은후 로터리 진입시 최대한 오른쪽 차로를 이용하면 큰 어려움 없이 빠져나갈 수 있다 == [[교통 체증]]의 원인과 해소를 위한 노력 == [[울산광역시|울산]]을 드나드는 관문 역할을 하는 동시에 [[울산광역시|울산]] 내부 이동수요까지 신복로터리 한 곳에서 처리하는 것이 [[교통체증]]의 가장 큰 원인이다. 신복로터리를 기준으로 동서 방향으로는 [[울밀로]]([[24번 국도]])~신삼호교남단교차로~[[남산로(울산)|남산로]] 경로를 이용할 수 있지만 남북 방향으로는 신복로터리를 이용하지 않고는 지나갈 방법이 없다. ~~장검지구의 이면도로를 뚫고 갈 수는 있지만, 여기도 막힌다.~~ [[울산광역시|울산]] [[남구(울산)|남구]] 지도를 보면 신복로터리~옥현사거리~[[공업탑]]~[[태화로터리]]~와와삼거리~신복로터리의 광활한 사각형 내부에 간선도로가 하나도 없다(..) 큰 맘 먹고 돌아간다고 해도 이 사각형의 둘레가 13.5km에 달하는 데다가 우회하는 [[공업탑]]~[[태화로터리]] 구간도 만만치 않은 정체구간이다. ~~적고 보니 여기 로터리 삼형제가 다 있다.~~ [[7번 국도]] 우회도로가 2020년 개통되면 이 구간의 한가운데로 고속화된 [[이예로]]와 [[국가정원교]]가 지나게 되어, 신복로터리의 남북 방향 교통량 상당수를 분산할 것으로 기대한다. [[동해고속도로]]의 개통으로 [[부산광역시|부산]] [[해운대구|해운대]] 일대 이동수요와 [[경주시|경주]], [[포항시|포항]] 방향 이동수요를 [[동해고속도로]]가 흡수하였고 시내(삼산동, 야음동, 달동, 신정동, 옥동) 방향 이동수요를 신복고가차도가 흡수하였다. 시에서는 아직 용량이 충분한 신복고가차도를 최대한 이용하도록 차량을 유도하여 [[울산고속도로]]를 거쳐 목적지로 이동하도록 하고 있다.
